Sultan Ahmed Al Jaberis the COP28 President.

He is an Emirati politician who is the Minister of Industry and Advanced Technology of the United Arab Emirates and  Head of the Abu Dhabi National Oil Company and chairman of the Abu Dhabi future energy company.

Opening Plenary Speech

This Presidency is committed to unlocking finance to ensure that the global south does not have to choose between development and climate action

Let’s put nature, lives, and livelihoods at the core of our national plans.

Let’s finally face the issues that are critical to adaptation like water, food, agriculture, and health.

Let me also encourage countries to establish near zero methane emission targets

Let this be the COP where we deliver on our promises, from the 100 billion to loss-and-damage

COP28’s goal is tripling renewable energy capacity by 2030.

Loss and Damage

The loss and damage fund was first agreed at COP27. It is a fund contributed to by richer countries who have historically gained their riches by building their industry upon fossil fuels and thus contribute to the majority of the planet’s carbon emissions. The money is to fund developing countries in their fight against climate change.

It can loosely be thought of a compensation for historic carbon emissions.

COP28 agrees a record commitment to the loss and damage fund

  • US £13.83million
  • UAE £79million
  • UK £60million
  • Germany £79million
  • Japan £7million

Total so far £340million

UN secretary-general António Guterres said "we are living through climate collapse in real time" after the World Meteorological Organization said that this year is "virtually certain" be the hottest year on record
